Frequently Asked Questions (FAQ):

How many signatures do we need to get this issue on the ballot?   If we turn them in in 2010, we need  7,100  (MS 410.12)  We plan to go over that amount by about 15%.

What if we turn them in, and we fall below the threshold?    By law, we have 10 days to gather the number of needed signatures once we are notified of the shortage.

What is the due date for signatures?    August 10th, (12 weeks ahead of the election)

What is the legal authority?    (MS 410.21)  Home Rule Charter Cities can control their own elections even if such provisions are inconsistent with state law.    PHOTO ID simply adds a provision.

What is the constitutional authority?  (U.S. Supreme Court – Crawford vs. Marion County Election Board)

Who can sign petition?   Only registered voters of St. Paul.  If they plan to register prior to voting, they can sign the petition ahead of time.

Do signatures expire?  No, in the event that we fell short of our goal for 2010, we can use the signatures for 2011.

Do you think we will be challenged in court?  Absolutely.   We are prepared to litigate as necessary.

Does IRV violate Equal Protection?  No, the PHOTO ID Charter Amendment would apply ONLY to City elections that fall under the charter, i.e, Mayor and City Council, just like IRV.

Can someone sign a petition online?
 
No, signatures have to be done in person, and witnessed by a petition circulator, and notarized.     If you cannot make it to one of the businesses located on the Home Page, where you could sign the petition, please contact us and we will try to make arrangements.
 
Does West St. Paul count as St. Paul?    No, West St Paul has there own City Council and Mayor and does not fall under the St. Paul City Charter.  The same applies to North St. Paul and South St. Paul.    On the other hand, the east side and west side of St. Paul do fall under the Charter.
 
Do petition signers have to live in St. Paul?    Yes
 
Do volunteers have to live in St. Paul?   No, anyone can volunteer, but the petition signers MUST be St. Paul voters.
